Yatta Member of Parliament Robert Basil has emerged as Kenya’s top-ranked legislator in constituency development, scoring 88% in a new national survey assessing MPs’ performance through the National Government Constituencies Development Fund (NG-CDF).
Basil leads a ranking of 20 MPs featured in the 2026 Kenya Track Survey, placing ahead of Eldas MP Adan Keynan, who scored 86%, and Embakasi North MP James Gakuya, who came third with 83%.
Lurambi MP Titus Khamala secured fourth position with 82%, while Embakasi Central legislator Benjamin Gathiru completed the top five with 80%.
The assessment examined constituency development, parliamentary leadership and the perceived impact of grassroots projects, with particular attention to education, bursary programmes, public infrastructure and the distribution of development resources.

Basil’s 88% rating puts Yatta at the top of the national assessment, with the report highlighting education support, bursary administration and improvements to school infrastructure as key development priorities.
The assessment points to the importance of providing financial assistance to learners from disadvantaged households, improving classroom facilities and ensuring that development resources reach communities across the constituency.
Keynan, who represents Eldas, followed with 86%. His performance placed him second nationally, with the report identifying educational access, bursary support and improvements to public school infrastructure among the constituency’s major development priorities.
Gakuya secured third position with 83%, placing Embakasi North among the highest-ranked constituencies. The assessment highlighted the pressure on public services in densely populated urban areas, particularly the growing demand for classrooms, school facilities and bursary assistance.
Khamala’s 82% rating earned him fourth place, with Lurambi recognised for its development priorities around educational support, school infrastructure and assistance to financially disadvantaged learners.
Gathiru completed the top five with 80%. His Embakasi Central constituency featured among the country’s leading performers, with the assessment highlighting bursary distribution, classroom capacity and improvements to public facilities.

The survey placed MPs from different parts of the country among the top 20, with South Mugirango’s Silvanus Osoro and Mwingi West’s Charles Nguna also featuring in the top ten.

How the MPs performed across their constituencies
Osoro of South Mugirango ranked sixth with 79%, followed by Nguna of Mwingi West at 77%.
Lotee secured eighth position with 76%, while Nabwera ranked ninth with 74%. Mawathe completed the top ten with 72%.
At positions 11 to 13 were Atandi of Alego Usonga (71%), Mbiuki of Maara (70%) and Yakub of Fafi (69%).
Miruka of Bomachoge Chache and Njoki of Bahati followed with identical scores of 67%, occupying positions 14 and 15 respectively.
Kimaiyo of Keiyo South scored 65% to rank 16th, while Kuno of Bura followed with 63%.
Awuor of Nyakach and Kibagendi of Kitutu Chache both received 61%, ranking 18th and 19th respectively.
Mbuyu of Kisumu West completed the list with 59%.
How the 2026 Kenya Track Survey was conducted
According to the report, the survey was conducted between October 1 and October 29, 2026, involving 6,321 respondents from across the country.
The researchers used random sampling proportionate to population size, with information collected through telephone interviews.
The target population comprised adults aged 18 years and above living in rural and urban areas.
Women accounted for 53% of respondents, while men represented 47%. Rural participants made up 58% of the sample, compared with 42% from urban areas.
In terms of age distribution, respondents aged 41 to 50 years represented the largest group at 31%. Those aged 30 to 40 accounted for 30%, while participants above 50 represented 22%. Respondents below 30 years made up the remaining 17%.
The survey reported a margin of error of plus or minus three percentage points at a 95% confidence level.
Education and NG-CDF projects feature prominently in MPs’ assessment
Education emerged as a major consideration in the assessment, particularly the role of NG-CDF in supporting learners from financially disadvantaged households.
The report identified bursary administration, access to educational assistance and improvements to public learning institutions as important indicators of constituency development.
It also emphasised the need for transparent identification of bursary beneficiaries to ensure that financial assistance reaches deserving students.
Beyond education, the assessment highlighted accountability in the management of public resources, community participation and effective supervision of development projects.
It further argued that constituency development should be evaluated through completed projects, improved public services and lasting benefits to residents rather than announced allocations or proposed initiatives.
Residents’ access to information on project allocations, procurement procedures, expenditure and implementation timelines was also identified as an important part of public accountability.
What the MPs’ ranking means ahead of the 2027 General Election
The survey comes as Kenya moves closer to the 2027 General Election, placing constituency development and the performance of elected representatives in the spotlight.
The findings add to the wider debate on parliamentary accountability, particularly the responsibility of MPs to ensure that public resources translate into visible improvements in their constituencies.
With Basil leading the assessment at 88%, followed by Keynan and Gakuya, the ranking provides a snapshot of how the 20 legislators performed according to the survey’s evaluation.
However, the results represent the survey’s assessment and should not be interpreted as an official government ranking or an independent audit of NG-CDF expenditure.
