“Ebola Should Not Become a Democratic Emergency”: Muturi’s Warning to Duale

Former Attorney General Justin Muturi has fired a shot across the bow at Health Cabinet Secretary Aden Duale, warning him not to let the Ebola outbreak in Kenya get in the way of democratic participation ahead of the 2027 General Election.

Muturi made this warning on Tuesday, October 6, after Kenya confirmed its very first imported case of Ebola. That patient – a Kenyan who’d been living in the Democratic Republic of Congo – eventually died in a Nairobi hospital while getting treatment.

One of the things that’s worrying Muturi is the possibility that public-health measures might be used in a way that restricts political activity or voting in certain areas.

Justin Muturi Warns Duale Over Ebola and 2027 Elections

He pointed out that Kenya should be taking note of the experience of neighbouring DRC, where the Ebola outbreak forced the postponement of parts of the 2018 elections. Now, although the Ebola threat was genuine at the time, the fact that voting was postponed in areas which were seen as opposition strongholds did raise some eyebrows .

“In 2018, the Ebola outbreak got cited as a reason to postpone voting in Beni and Butembo, opposition strongholds, which ended up leaving a massive 1.2 million registered voters out in the cold on election day … And, believe me, opposition leaders, activists and civil society folks were NOT exactly happy about it, while residents even staged some pretty symbolic elections to protest being excluded in this way,” he pointed out.

And here’s the story from back then: there was some pretty credible reporting which said that voting in Beni and Butembo got postponed because of Ebola – which meant more than a million registered voters were left without a vote on election day. Residents responded by staging some symbolic elections to show their discontent at being locked out.

Muturi Cites 2018 DRC Ebola Election Dispute

Muturi reckons Kenya should avoid a repeat of that fiasco in the 2027 elections. His argument is that whether or not restrictions are genuinely needed for health reasons, any measures that limit people’s democratic participation should be transparent and fair.

The former Attorney General is calling on the Ministry of Health to take Ebola seriously – but also to make sure they respect people’s democratic rights at the same time.

As for timing, all this comes as the government is getting to work on tracing contacts after that first imported Ebola case was confirmed.

Muturi Demands Equal Ebola Restrictions for Government and Opposition

Muturi says that any special measures put in place to try and contain Ebola in Kenya should be equally applied to both the government and the opposition.

“If Ebola is bad enough that we need to stop people moving around or put a limit on rallies, then the government needs to come clean about where they got that idea from. Where is the evidence? What areas are affected & how long are these restrictions going to be in place? And most importantly – they need to apply the same rules to themselves as well as everyone else. The Ministrys got a job to do – protect us from Ebola, no problem with that. But they also need to show they know whats going on and that they respect people rights.” his statement went on to say

That puts transparency and making sure everyone gets treated equally under the microscope of the whole Ebola debate in Kenya.

Muturi Questions How Ebola Patient Passed Screening

Muturi is questioning how on earth someone with Ebola managed to slip through Kenyas screening process

He points out that Kenya had plenty of time to get ready for this – the Ebola situation in the region had been getting worse for months now so they should have been ready

The thing is though – this unlucky guy managed to get into Kenya, interact with family and visit the hospital before they even discovered he had Ebola

This all happened just after Duale confirmed that the fella in question had travelled from the DRC, via Uganda, and then on to Nairobi.

What Duale Said About Kenya’s First Ebola Case

Duale confirmed on Tuesday that Kenya had got its first imported case of Ebola Bundibugyo virus – the virus that’s been causing all the worry. A guy had been living in the DRC for 7 years, got sick about a month ago and then came to Kenya. He took a road trip from the DRC to Kampala and then flew from there to Nairobi on Saturday, October 3rd 2026, on a Jambojet flight.

The Ministry of Health said the fella got to Jomo Kenyatta International Airport about 1:10 pm and just went through the usual public-health screening at the Port Health and Immigration desks.

He was then taken straight from the airport to Nairobi Hospital where a relative and a friend took him to be isolated. He was later moved to an isolation unit. He sadly died at about 11:30 pm on Monday, according to Duale.

Kenya Begins Ebola Contact Tracing

After the case was confirmed, health authorities started tracing who else might have come into contact with the patient – that’s 28 people in all, including family members and healthcare workers. They’re also trying to track down 23 passengers and 4 crew members who flew with the patient on the same flight.

It’s all put the spotlight on Kenya’s disease surveillance system and how ready they are to deal with Ebola cases that come into the country.

Why Muturi Is Raising the 2027 Election Question

Muturi’s move has added a whole new dimension to the health crisis – the democratic rights angle.

His argument is that if any Ebola-related restrictions do get put in place the government needs to be upfront about what they’re doing and why. They need to say which areas are affected and for how long the restrictions are going to last. And if there are any restrictions on political activity they need to apply to everyone – govt and opposition alike.

He’s looking back at the 2018 DRC experience where voting in Beni and Butembo got delayed because of the Ebola outbreak and it caused a right old rumpus. He’s saying that Kenya needs to think about how any future restrictions might affect people’s democratic freedoms. For now though the focus has to be on stopping the spread of the disease and tracking down contacts.
