Okiya Omtatah Takes IEBC to Court Over Ballot Paper Security Ahead of 2027 Elections

Busia Senator Okiya Omtatah is taking the Independent Electoral and Boundaries Commission (IEBC) to court to stop them from making a last minute change to the security features on ballot papers before the 2027 General Election in Kenya.

Omtatah, who heads up the National Reconstruction Alliance Party, wants the court to look at the IEBC’s decision to change the security specifications and essentially scrap them, he says that the commission cant prove that these new specs will be better at stopping people cheating the system.

In an urgent court petition filed against the IEBC and Attorney General Dorcas Oduor, Omtatah claims that easing up on the safety features of ballot papers would be a huge risk to the integrity of Kenya’s voting system.

Omtatah Challenges IEBC Over Ballot Paper Security

IEBCs decision to reduce the level of security features required for ballot papers has caught Omtatah’s eye and he’s not happy about it.

He argues that removing any of the safeguards designed to protect ballot papers is going to have a knock on effect on the countries electoral system.

Omtatah wants the court to take a close look at the changes and figure out if the IEBC has done enough to justify letting the original rules slide.

Security Features at the Centre of Omtatah’s Petition

Omtatah is concerned that a new addendum the IEBC just brought in is basically watering down the technical spec requirements for ballot papers – and thats not something to be taken lightly.

Specifically he’s picking on an addendum that looks to do away with security features like tapered serialization, guilloche patterns, micro-text and embossing.

IEBC had originally said ballot papers should come with a few key security measures, such as printing out guilloche patterns thats linked up with the voting data and also including a micro-text with unique data, machine-readable QR codes with loads of data and a bunch of coloured ink.

Omtatah reckons all these features are a vital part of keeping ballot papers safe and stopping people from cheating in the vote – and he thinks the public has a right to trust the voting process.

Why Omtatah Wants the Court to Intervene

Busia senator Omtatah reckons that the petition boils down to a pretty fundamental question about the IEBC’s role in making sure our elections are safe, reliable, and free from tampering.

He’s adamant that the commission owes it to Kenyans to put in place proper safeguards to prevent election tampering and keep the whole electoral process on the up-and-up.

Omtatah is warning and warning in no uncertain terms, that if the IEBC lets its guard down on ballot paper security, this could get real ugly real fast.

According to his legal submission, once those ballot papers are printed and out there, it’s going to be a whole lot harder to sort out any security issues that come up.

So he’s asking the court for help before it’s too late, before those dodgy changes start messing with the prep for the 2027 polls.

IEBC Ballot Paper Tender and September Addendum

It all started with Tender No. IEBC/OIT/02/2026-2027, which the IEBC put out on August 11, 2026 for ballot papers and other electoral gear.

Then in late September, the IEBC quietly slipped in a technical tweak, supposedly to cut costs and get things moving faster.

But here’s the thing: Omtatah doesn’t buy it. He thinks the commission hasn’t done enough to prove that these changes won’t mess up the security of our elections.

The court will be looking at whether the IEBC was right to make these changes and what it all means for our constitution.

What the Case Could Mean for Kenya’s 2027 General Election

This case is putting ballot paper security under the microscope as we get closer to the 2027 General Election.

These security features, you see, are what keep our electoral materials safe and give our elections some real credibility.

Any changes to specs like this are bound to get some attention, especially if people start questioning whether they’re good enough.

Omtatah wants to make sure that these new rules get a good going-over before they get used for real.
