IEBC’s 2027 Election Readiness Under Scrutiny as Sh26 Billion Funding Gap Emerges

The Independent Electoral and Boundaries Commission (IEBC) is under growing scrutiny and it’s easy to see why, over its preparedness for Kenya’s general election on August 10, 2027, with a funding gap, voter registration targets, dodgy election tech and the question of just how independent the IEBC really is all starting to emerge as key sticking points.

Chairman Erastus Ethekon is at the helm as they get set to oversee an election that will involve around 28.63 million registered voters – that’s a big jump from the 22.3 million who were on the books in 2022.

IEBC is going to have to do some fast work – amongst other things to beef-up the systems for getting results out, expand the number of polling stations, improve election security and sort out some of the concerns that have been raised by politicians and election observers alike.

Even with the commission’s leadership giving the thumbs up, there’s still loads of questions lingering about whether they’ve got the resources and the public’s trust to pull off a genuinely peaceful, free, fair and credible election.

IEBC Targets 28.63 Million Voters Ahead of 2027 Elections

Sorting voter registration is right up there as one of the IEBC’s top priorities and that involves getting another 28.63 million Kenyans to register.

That’s an increase of about 6.3 million compared to the 22.3 million who were registered for the general election in 2022.

To make sure the voters list is up to scratch they’re going to be strengthening the biometric ID process, so you’ll be able to not just get your fingerprints taken but also have your iris scanned.

Other ideas floating around include removing any voters who’ve actually popped their clogs and wiping out duplicate entries, as well as doing a forensic audit on the whole register to make sure everything is above board.

IEBC also intends to open voting up to a lot more Kenyans living abroad, they’re talking about expanding the number of countries where you can vote from 18 to 54, which sounds a pretty big deal.

The success of all these plans will depend on getting registration right, sorting out the voter records and making sure they’ve actually got the cash and resources to put all these ideas into action.

IEBC Faces Questions Over Polling Stations and Voter Numbers

The election commission is dealing with questions about where voters will go to cast their ballots and just how many of them will be crammed into each polling station – even though the commission itself wants to increase the number of polling stations from 46,229 to 55, 393 to keep up with the growing electorate.

But even there, there’s a snag – the commission thinks it can get away with raising the maximum number of voters per polling station from 700 to 1,000 – a plan that’s met with a big “no” from the National Assembly, despite getting the green light from the Senate.

The debate going on down in Parliament matters a great deal because the final decision is going to have a big say in how voters are spread out across polling stations and how election day goes down.

If the commission gets its way and ups the voter numbers at each station, it could have a major impact on queue times, the number of staff on hand, and how long it takes to get through the voting and counting process.

Which means IEBC has got its work cut out for it, it’s got to make darn sure any changes it makes are matched by adequate planning and some good old fashioned operational safeguards.

Election Technology and Results Transmission Under Scrutiny

The nitty-gritty of how election results get processed, transmitted and counted is another area where IEBC is under the spotlight.

What the commission is planning is to give its systems a bit of a security boost through things like cybersecurity measures, some simulation testing, and independent technical assessments, all of which will be taking place at tallying centres where things get counted up.

The idea is to keep technical hiccups to a minimum, keep any delays to a bare minimum and boost confidence in how election results are managed.

But with an election that could go either way and one that’s likely to be pretty close – any old technical glitch or unexplained discrepancy could have an impact on just how much trust there is between the parties and the voters.

So IEBC is going to have to prove to everyone that its election systems are secure, reliable and able to run smoothly from one end of the country to the other.

And that could be helped along if the commission is up front with testing and communications about how it’s going to keep its systems safe – that way, it might just be able to head off some of the worries before election day.

IEBC Plans to Train 200,000 Police Officers

The big question on everyone’s mind right now is, can IEBC get election security right ahead of 2027.

Through the Electoral Security Arrangement Programme, they’re working hand in hand with the National Police Service, the Judiciary and the Office of the Director of Public Prosecutions to figure out where the trouble might be, identify those hotspots, stop violence in its tracks and make sure the police know how to respond when someone gets hurt.

They’re planning on training a whoppng 200,000 police officers in election security and setting up early warning systems to pick up on anything that might go wrong before it does.

But voter bribery, organised intimidation and political violence are all threats they’ll need to be ready for too.

And that’s not to mention the digital dangers lurking out there, like images and videos that have been doctored to mislead voters, or fake news and manipulated information that could destroy people’s trust in the electoral system altogether.

Getting the right people working together, electoral officials, security agencies and all the other stakeholders, is going to be key to all this.

Sh26 Billion Budget Shortfall Raises Concerns

IEBC’s big worry right now is funding and they’ve been hit with a pretty serious blow.

They asked for Sh67 billion to get everything ready for the 2027 election but they only got Sh41 billion, which means they’re Sh26 billion short.

This funding gap could give them a world of trouble when it comes to getting the things they need, like new voters to register, updating their technology, getting the polling stations in order and sorting out the logistics of the whole shebang.

With millions of new voters to get on the books, IEBC will have to be super careful about where they spend their money, and make sure they don’t get left short in the places they really need it.

It’s too early to say at this stage just how much of a hit they’ll take but one thing is for sure, it’s going to be a bumpy ride.

Ethekon Expresses Confidence in IEBC’s Preparations

Despite all the hurdles in their path, Ethekon is still backing the IEBC to deliver an election that’ll be regarded as totally credible.

“Our country’s strength is built on all the institutions, values, principles and people we’ve got. We’re working with other stakeholders to make sure that by the time the 10th August general election comes around, we’ll be in a perfect position to make sure the election is carried out peacefully, free from any kind of interference and is genuinely democratic, that’s the kind of stability and development Kenya needs after all,” he said

Ethekon did say that the upcoming election is going to put Kenya’s commitment to democracy to the ultimate test

He wants all the stakeholders to look to the past and learn from the mistakes they made in previous polls and make sure that all the competition is above board and peaceful and follows the law.

But despite all the reassurances its clear that some folks in the political class still have their doubts, particularly opposition leaders who are questioning the IEBC’s independence and whether they really are ready to handle this election.

Gachagua Questions IEBC’s Independence Ahead of 2027 Polls

A few months back now, Democracy for the Citizens Party leader Rigathi Gachagua really did raise some eyebrows when he came out and said he had doubts about the IEBCs plans to bring in a South Korean firm to help with the 2027 election

Gachagua made the claim that the IEBC chairman and his vice chair wanted to bring in the South Korean firm just to line their own pockets and to mess around with the election outcome

“Honestly I think the chairman of the IEBC and his vice chairman are dead set on forcing that South Korean firm into the 2027 general election for their own financial gain and to really mess things up for us,” Gachagua claimed

He made some outlandish claims about the IEBC and the South Korean firm that have really added to the debate about the IEBC’s procurement decisions and whether they are really able to do this election independently

Now we should note that Gachagua’s claims are just that, claims he hasn’t actually proven anything

Still- it does highlight the importance of making sure all procurement decisions are transparent, that you get some outside expert input when it comes to technology and that you keep everyone in the loop about what you’re planning to do.

Wetang’ula Defends IEBC’s Constitutional Independence

National Assembly Speaker Moses Wetang’ula has come out swinging in defence of the IEBC, saying it needs room to do its job without interference.

IEBC, he pointed out, has a constitutional requirement to operate independently “under nobody’s direction and nobody’s command” which is exactly what it does.

“We should cut IEBC some slack and stop trying to turn it into a political football. If we want the thing to run smoothly then we should let it,” he said with a bit of a growl.

And it seems Wetang’ula isnt the only one who thinks that, IEBC itself has dismissed the claims against it.

His comments really highlight just how important it is to let IEBC do its thing while still being open to questions about how it works.

Analysts Urge IEBC to Improve Transparency

Political analysts have been telling IEBC that it needs to balance its operational readiness with a bit more transparency and a lot more accountability if it wants to get the public on side.

Prof Macharia Munene reckons that IEBC can boost confidence by making a few more plans more public and maybe even clearing up some of the misconceptions people have about its relationship with the gov.

“For goodness’ sake IEBC, the opposition thinks its got you on a short leash, so make it easy for them to see what you’re up to and shut them up. Not sounding too hard to do, is it?” he said.

Prof David Monda reckons there’s still some time for IEBC to get some of its ducks in a row before the election.

With a bit over a year to go before the polls, IEBC could still sort out some of the operational stuff and be a bit more open with the public – hopefully that would shut some of the critics up.

Analysts think that’s IEBC’s main problem right now, getting all the technical stuff sorted while convincing everyone that it’s all above board.

What Lies Ahead for IEBC Before the 2027 Election?

IEBC has a lot of work ahead of it, it’s got to sort voter registration, beef up its technology, figure out how to run the polls and sort out its finances before the election.

And that’s not all – it’s also got to show that it can take the heat from critics without losing its cool.

Actually delivering the goods will be the real test, they can promise all they like, but it’s the follow-through that’s going to matter.

As the 2027 election draws near, things like funding, transparency, and good coordination are going to be the key to making sure IEBC gets it right this time around.
