20,000 JSS Teachers to Become Permanent in 2027, Ogamba Reveals Who Will Benefit

Education Cabinet Secretary Julius Ogamba has officially confirmed that 20,000 Junior Secondary School (JSS) intern teachers will get a permanent job from 1st January 2027 the chance many have been waiting for.

The news was a big boost to thousands of JSS interns who are currently employed on an internship basis , waiting to find out if they actually got the job.

During Senate proceedings on Wednesday, October 7, Ogamba let everyone know that the National Treasury has found room in the 2026/27 budget to splash Ksh4.9 billion on hiring the 20,000 teachers.

20,000 JSS Intern Teachers to Get Permanent Jobs in January 2027

Ogamba told the senators that the funding is not just ‘ allocated ‘ it’s actually being put to use so that 20,000 teachers can move from being interns to being fully-fledged employees of the state, from January 1st 2027 he said.

This welcome news means the 20,000 JSS intern teachers currently in this situation can get ready to swap their internship deals for a proper job with a pension from the start of 2027.

This announcement is certainly going to get a lot of attention from the thousands of teachers in Junior Secondary Schools all around the country.

Treasury Allocates Ksh4.9 Billion for JSS Teachers

Ogamba said that the National Treasury has literally earmarked Ksh4.9 billion for the recruitment in the new financial year.

This cash injection will cover the 20,000 permanent and pensionable positions that the government has announced.

The move is part of the government’s ongoing efforts to get on top of teacher shortages in Junior Secondary Schools & also make sure that all teachers have a job that’s properly secure in the long term.

Ruto Had Announced the January 2027 Absorption

Ogamba’s announcement follows President William Ruto’s earlier statement during the World Teachers’ Day celebrations at Kasarani Stadium on the 5th of October (Monday)

He said that 20,000 contract teachers would get a permanent position from January 2027.

But it was Ogamba’s statement in the Senate that gave us some much-needed extra information about how the government is going to make this actually happen – including setting aside the Ksh4.9 billion for the positions.

What Happens to the Remaining 24,000 JSS Interns?

While 20,000 interns are set to benefit from the January 2027 transition , 24,000 other JSS intern teachers are still stuck in limbo.

Ogamba said the government wants to gradually work these people into permanent and pensionable employment but admits that’ll only happen if they can get their hands on more cash.

“Hoping to keep working on this with the National Treasury and some other key stakeholders,” Ogamba said “but we need to make sure we’ve got the money first to make it happen” , he pointed out.

That means new JSS interns dont yet have a clear date to look forward to – one thats been promised but still seems a long way off.

Government Continues to Honour Court Directives

Ogamba also addressed the ongoing court cases surrounding the JSS internship programme.

The government is basically being told by the courts to keep these interns on the payroll while they figure out what to do with them.

“Look, we know the courts have a say in all this , so we’ll just have to keep an eye on what they’re saying” the CS shrugged “and meanwhile we’ll be working to get a long term answer to how we make sure Junior Secondary Schools have the teachers they need”

All this comes after court orders back in April basically said that the interns got to keep their jobs while a whole other case gets sorted out.

So the Ministry of Education and Teachers Service Commission are just having to keep on talking about what to do with the interns while all this legal drama plays out.

24,000 Interns Were Previously Expected to Transition in July 2027

Bizarrely, this latest announcement comes not long after a projection from John Mbadi in Parliament that 24,000 intern teachers were going to transition to permanent terms in July 2027.

But now it looks like the government is hanging on to the hope that they can get the funding they need to start bringing those remaining interns over to the permanent side.

Government Plans to Recruit Another 20,000 Teachers

Beyond just taking on the existing interns, President Ruto has also mentioned plans to bring in an extra 20,000 teachers before the end of next year.

This one is separate from the 20,000 JSS interns who’ll get their new contracts in 2027.

So basically, the government is tackling the staffing gap in schools on two fronts: either bringing the existing interns over to the permanent side, or recruiting new teachers to fill the gaps. At least for the JSS interns, the focus is still on that January 1st, 2027 date and what it means for them.
