Putin is looking for a scapegoat for Russia, which is trying to overcome the lack of equipment and skills.

At a cabinet meeting on January 11, Vladimir Putin publicly criticized Deputy Prime Minister Denis Manturov for failing to secure a government contract for the airline.

Putin interrupted Manturov’s statement that the ministry had prepared orders for civilian and military industries and told Manturov that Russia would provide aircraft manufacturers with documents authorizing state funding for a project to promote Putin’s image as a military leader.

According to a report by institute for study of war Putin urged the minister to admit that he will not hand him over.
