CS Wandayi Tells Ruto to Begin Writing His 2027 Victory Speech, Dismisses Gachagua- Matiang’i-Coalition
Energy and Petroleum Cabinet Secretary Opiyo Wandayi has boldly declared that President William Ruto is on a firm path to re-election, urging him to begin crafting his 2027 victory speech. His remarks came amid a growing political alliance reportedly led by former Deputy President Rigathi Gachagua and former Interior Cabinet Secretary Dr. Fred Matiang’i—a coalition Wandayi dismissed as a weak and uninspiring political comeback.
Speaking in Boyani One village in Rabai Constituency during the launch of a rural electrification project, Wandayi used the occasion to criticize the emerging opposition grouping, describing it as a collection of leaders whose past tenures offer little to admire and even less to replicate.
“These are individuals who had every opportunity to lead and transform the country but left behind legacies of unfulfilled promises and underwhelming results,” Wandayi said. “If this is the best the opposition has to offer, then President Ruto might as well begin writing his 2027 re-election speech today.”
The Cabinet Secretary, who was flanked by Rabai Member of Parliament Anthony Kenga and Kilifi Deputy Governor Flora Mbetsa, made his comments while launching a government-sponsored electrification initiative under the Rural Electrification and Renewable Energy Corporation (REREC). The project aims to connect rural households to the national electricity grid, starting with Boyani village.
According to Wandayi, the current administration is firmly focused on service delivery, while the opposition remains entangled in what he termed as “retrogressive politics and recycled narratives.” He accused the opposition coalition of lacking vision, arguing that the electorate is increasingly drawn to leadership that delivers tangible results.
Highlighting government achievements, Wandayi announced that the Ruto administration had committed KSh 4.7 billion toward electrification projects across the five coastal counties. Of this, KSh 1.9 billion has been earmarked for Kilifi County, where the Boyani project is among the first beneficiaries.
The Boyani electrification project, expected to connect 172 households, represents a significant milestone in the county’s development journey. CS Wandayi referred to it as the beginning of “a season of good tidings” for the people of Rabai.

The project is funded through a public-private partnership model. MP Anthony Kenga allocated KSh 5 million from the National Government Constituencies Development Fund (NG-CDF), which was matched by REREC with a contribution of KSh 5 million—KSh 2 million more than originally planned, reflecting REREC’s commitment to the region.
Wandayi praised the collaborative model, calling it a template for effective grassroots development. “When national and local leaders work together, we witness results that directly impact lives,” he noted.
MP Kenga also used the occasion to underline the electricity access challenges still facing Rabai. According to the legislator, 220 villages remain off-grid, calling for continued support from the national government to bridge the gap.
“This project is a welcome development, but we are far from done,” Kenga stated. “We need to expand this momentum to reach every household.”
CS Wandayi pledged to stay in Rabai for two days to personally supervise ongoing electrification activities, signaling a hands-on approach to oversight. He reiterated the Ministry of Energy’s commitment to ensuring that every rural Kenyan has access to affordable and reliable electricity.
Deputy Governor Flora Mbetsa added her voice to the chorus of support, revealing that the Kilifi County Government had allocated KSh 30 million to rural electrification in the current financial year. She confirmed that REREC would provide matching funds, doubling the investment and expediting project rollout.
Mbetsa commended President Ruto for making Kilifi a priority in his administration’s development agenda. “This government is showing that it is serious about equitable development,” she said. “The difference is now visible on the ground.”
The mood among residents was celebratory. Long-time Boyani resident John Khamisi expressed optimism, saying the electrification project marked the end of years of frustration and neglect.
“We have been waiting a long time. Politicians have made promises before, but this is the first time we are seeing action,” Khamisi remarked. “Electricity will transform our lives. Our children will be able to study at night, and our businesses can now grow.”
Beyond immediate connections, the Boyani project forms part of a broader national strategy aimed at universal access to electricity. It aligns with Kenya’s Vision 2030 and Sustainable Development Goal 7, which calls for affordable, reliable, sustainable, and modern energy for all.
CS Wandayi emphasized that the Ministry’s focus remains on service delivery, not political theatrics. He asserted that Kenyans are tired of recycled leadership and will not be swayed by hollow rhetoric. Instead, they are increasingly rallying behind tangible development and accountable governance.
“We will not be distracted by political sideshows,” he said. “While some are busy recycling failed narratives, we are on the ground changing lives.”
In positioning the Ruto administration as one delivering on its promises, Wandayi’s comments serve both as a political rebuke and a strategic affirmation of the government’s direction. His confidence in Ruto’s 2027 prospects signals the administration’s belief that development—especially in underserved regions—remains the strongest campaign tool.
As electrification projects like the one in Boyani continue to unfold, the message from the government appears clear: service delivery will speak louder than slogans, and performance—not posturing—will shape Kenya’s political future.
